The Race is organized by the Oconee River Greenway Foundation. The Foundation serves to obtain resources and cultivate friends to support the Greenway and the Oconee River Greenway Authority. The purposes of ORGF are to 1) promote the economic growth, enhancement, preservation, and use of the Oconee River Corridor; 2) encourage restoration and maintenance of historical, archaeological, and natural areas along the Oconee River; and 3) help establish and improve the Oconee River Greenway and Riverwalk as a community resource. From the earliest days, the river has been an important source of water power. In 1892 a grist mill was built on the shoal of the river and used in the early 1900s when it was converted to a hydro-electric plant, the first source of electricity for the City of Milledgeville. Part of the dam and mill structure are still visible in the river just north of the bridge.
